]]> Comment on छैठौ चरण पनि जोक्करमै सिमित by sagar http://www.hamroblog.com/?p=3839#comment-11838 sagar Sun, 05 Sep 2010 19:17:11 +0000 http://www.hamroblog.com/?p=3839#comment-11838 नेपाली पत्र (Read the reality) "पदमा टिकिराख्न प्रधानमन्त्रीको हारगुहार काठमाडौं। नेपालको राजनीति दिनदिनै गहिरो खाडलतिर भासिन थालेको आभाष हुन थालेको छ। पााचौं चरणको प्रधानमन्त्री निर्वाचनमा पनि देशले प्रधानमन्त्री नपाउादा देश सञ्चालनको महत्वपूर्ण आधारहरू नै धरासायी बनेका छन्। काम चलाउ प्रधानमन्त्री माधवकुमार नेपाल 'अड्काऊ, बिगार र टिकिराख' को रणनीतिक सिद्धान्तमा रहेकाले देश झन् जर्जर अवस्थामा पुग्न लागेको हो। नेपालीहरूको महान् चाड दशैं नजिक आइसकेको छ। देशका नब्बे हजारभन्दा बढी निजामति तथा त्यति नै मात्रामा सैनिक कर्मचारीहरूका लागि दशैं खर्च वितरण गर्ने बेलामा मुलुक बजेटविहीन छ। दैनिक कार्य सञ्चालनका लागि मात्र जम्मा तीन महिनाका लागि (असोजसम्म) पेश्की बजेट पारित भएकोमा त्यसको समय समाप्त हुन लागेको छ। अस्तव्यस्त मुलुकमा पेश्की रकमको अभावमा कर्मचारीहरू समेत आक्रोशित हुने देखिन्छ। दशैं खर्चसमेत नपाउने अवस्थामा मार्कामा पर्ने अधिकांश साना तहका कर्मचारीहरू पर्छन्, जसको अतिरिक्त आम्दानी हुादैन। प्रधानमन्त्री माधवकुमार नेपालले आफूलाई कामचलाउ नै भए पनि सत्तामा टिकाउन सत्ताका सबै समीकरणहरू अड्काउन खेलेको भूमिका प्रमुख जिम्मेवार रहेको माओवादीको मूल्याङ्कन छ। दुई महिनासम्म पनि तटस्थ बसेर कुनै पनि सरकार बन्न नदिने अवस्थामा पुर्याओउनुको मुख्य जिम्मेवार प्रधानमन्त्रीको पार्टी नेकपा (एमाले) हो। पार्टीको केन्द्रीय समितिमा स्पष्ट बहुमत हुादाहांदै पनि माधव नेपाल र केपी ओलीको समूहले ठोस निर्णय गराएका छैनन्। महाकाली सन्धी गर्दा रातारात बैठक बसेर निर्णय गर्न सक्ने एमालेले देशका लागि प्रधानमन्त्री छनौट गर्नेजस्तो ज्यादै संवेदनशील विषयमा मतलब नै नगरेको मात्रै होइन, काम चलाउ सरकार नै टिकाउने र दोष अरुलाई थोपरेर ढुक्क बस्ने प्रवृत्ति प्रधानमन्त्री नेपालमा देखिएकोमा एमालेका युवा नेताहरू नै रुष्ट छन्। 'पार्टी माधव नेपालको मात्र होइन', एक एमाले नेताले नेपालीपत्रसाग भने, 'अनिर्णयको बन्दी बनाएर सत्ता लम्ब्याउने र देशलाई धरासायी बनाउने हर्कतको एक दिन भण्डाफोर हुनेछ।' पार्टीभित्र निर्णय हुन नदिई अड्काउने र बाहिरबाटै अर्को समीकरण बन्न लाग्दा देशी, विदेशी सबैको प्रयोग गरेर बिगार्ने काम पनि प्रधानमन्त्री नेपालले गरेका छन्। मधेसी जनअधिकार फोरम र विजय गच्छदारको लोकतान्त्रिक फोरमका सभासद्हरू माओवादीका पक्षमा मतदान गर्ने तयारी गरिरहादा प्रधानमन्त्री नेपालले गुप्तचर विभागमार्फत् प्राप्त सूचनालाई भारतीय दूतावासमा दिएर ती दुबै दललाई भारतीय दबाब दिन लगाएका थिए। लोकतान्त्रिक फोरमका अध्यक्ष गच्छदारका एक जना सहयोगीले बताएअनुसार, राजदूत राकेश सुदसाग निकै झगडा गर्दा रिसको झोंकमा गच्छदारले मोबाइल नै फुटाएका थिए। स्रोतका अनुसार, सुदसाग कुरा गर्दागर्दै उनले मोबाइल फ्यााकेका थिए। पछि अर्को फोनबाट फेरि फोन गरी आफू तपाईंको नोकर नभएको भन्दै फोन राखिदिएको सूत्रले जनाएको छ। यति हुादाहुादै पनि भारतीय दबाबलाई गच्छदारले खप्न सकेनन् र पााचौं चरणमा माओवादी अध्यक्ष पुष्पकमल दाहाल (प्रचण्ड)का पक्षमा मतदान गर्न सकेनन्। प्रधानमन्त्री माधव नेपालले साना दलमा पनि भााड्ने धेरै प्रयत्न गरे। राजाका ज्वाईं राजबहादुर सिंहले माओवादीका पक्षमा सभासद्हरूलाई प्रभावित पार्न थालेको कुरा सहन नसकेर उनले डिस्कोको बहानामा उनलाई थुन्न लगाए र भारतीय दबाब दिन लगाएर राजालाई पनि चुप लाग्न बाध्य पारे। यसरी समीकरणको बाधक भएर एकलौटी शासन गर्दै आएका नेपालले मुलुकलाई अनिर्णयको बन्दी बनाउन छाडेका छैनन्। देशको दुरावस्थामा मुसुमुुसु हाास्ने र विदेशीको इश्ाारामा राज्यका सबै यन्त्रहरूलाई काम नलाग्ने बनाउने उनको राजनीतिले अन्ततः उनीमाथि नै कलंक लाग्ने देखिएको छ। " नेपाली पत्र (Read the reality)

Congress has none of any charismatic team of people nowadays. The old Congress school of thought propelled by BP and still clinger of that thought seems only Bhattarai who has no say in Congress. Acharya and Tamang association is not an ideological either. Deuba, Koirala and Tamang have no particular agenda at all. The person that really is missing in the scenario is Shailaja Acharya. If she had been there, definitely she would have claim for President with agenda other than these three. Despite the fact that Congress had produced many corrupt politicians in post 1990 era, Congress still is an umbrella term for all of those who believe in liberal democracy and who are not Communist or Marxist. It has place for all – Pradip Giri who has ceased to grow beyond Gandhism and Rammanohar Lohia band of socialism, - three US educated economist who introduced “economic liberation” to Nepal but failed to deliver what was expected,-late GP Koirala, Narahari Acharya and Gangan Thapa who helped pushing Maoist and foreigner’s agenda considering their own personal interest than of party or nation etc. One interesting feature that Congress has gone through these four/ five years is they helped establishing Maoist political line, agenda invested and funded by foreign power centers and INGOs , whitewashing the crime and terrorist activities of Maoist giving it a political color, and scapegoating monarchy for all its post 1990 corrupt governance. In course of these actions Congress itself became a scapegoat in CA election. Though propped by the Narahari camp, I don't think this is really an ideological association. So, Cogress is not going to get a new face and a generational shift this fall in any case.
