जित कसको : माओवादीको ? कि कटवालको ?
लामो समयदेखी जारी अन्यौलता चिर्दै सरकारको नेतृत्व गरेको दलले एकल निर्णयको आधारमा आइतवार प्रधानसेनापतिमाथि कार्वाहीको निर्णय गरेपछि हरुवाको सुचिमा परे कार्वाहीमा परेका रुक्मांगत कटवाल । अनी जव यही विषयमा हस्तक्षेप गर्दै राष्ट्रपतिले कटवाललाइ प्रधानसेनापतिको मान्यता दिएर सरकारी निर्णयलाइ धोति लगाएदिए । अनी सोमवार यही विषयलाइ लिएर प्रधानमन्त्री पुष्पकमल दाहाल प्रचन्डले राजीनामा दिए तव हरुवा भए माओवादी ?कि माथिको तथ्य गलत हो यदी माथिको तथ्य गलत हो भने आखिर यो लडाइमा जित्यो कसले हार्यो कसले अब कटवालले हारे भनु भने उनी प्रधानसेनापति थिए प्रधानसेनापति नै कायम भए । माओवादीले हार्यो भनु भने माओवादीको रणनीति नै यो या त्यो उदाहरणमा सेनामा विभाजन ल्याउने हो त्यसमा उसले सरकार छोडेर भएपनि सफलता पायो नै ।
सोमवार देशवासीको नाममा सम्बोधन गर्दा देखिएको प्रचन्डको निरस मुहार हेर्ने हो भने यो हार माओवादीको नै हो । तर सडकमा को बलियो भनेर हेर्ने हो भने माओवादी अहिलेको अवस्थामा जोगिएको छ । कारण यदी एक वर्ष मात्र माओवादी सरकारमा बस्ने हो र अहिलेको गतिमा काम गर्ने हो भने यो यसरी नािगंन्थ्यो कि कसैले यसलाइ नंग्याउने कसरतमा समय विताउनै पर्दैनथ्यो । यो कोणवाट हेर्ने हो भने माओवादीको जीत भएको छ ।
उ सरकार बाहिर गएको छ अनी आफ्ना अन्ध समर्थककाविच हामीले त गर्न खोजेका हौं तर प्रतिगामी र विदेशीशक्तिले गर्न दिएन भने भइहाल्यो । यसले उसको कार्यकर्तामाझ पकड बलियो पनी भइराख्छ । दोस्रो सरकारमा बसेपछि सबै काम आफैंले गर्नुपर्ने रहेछ भन्ने उसले बुझ्यो । कसैलाइ दोष दिनपनि गार्हो । दोष दिएपनि पुष्टी गर्न गार्हो । अब सडकमा गएपछि । बागमतिमा ढल बग्यो भनेर आन्दोलन गरेपनि भयो अरु बहाना निकालेर बोसो बढेकाकुन्डले मुन्डले सबै वाइसियललाइ सकडमा उतारेपनि भयो । यो कोणवाट विजयी माओवादी नै हो ।
तर अर्को कोणवाट हेर्ने हो भने सत्ताबाट बाहिरिएपछि बालुवाटारको सुखसयल पनि गायव हुन्छ । त्यो २ लाख ५० हजारको खाट पनि हरायो । १ करोडको नया गाडि पनि गयो । छोराले दारुको मस्त झन्डा हल्लाउंदै बबाल मन्डली बोकेर हिड्न पनि पाएन । सरकारको प्रतिनिधि भनेर श्रीमति र छोरोलाइ विदेश घुमाउन पनि सकस पर्ने भयो । अनी अब बालुवाटार भित्रिने महंगा उपहार अब कसले दिन्छ र ?
आफ्नै हातमा डाडुपन्यु भएको बेलामा छोरा छोरी दाजु भाई बहिनी दिदी अनी कोही नपाइ गोरु बेचेको साइनोको आधारमा सरकारी सुविधा सहित नियुक्ती गर्न पाइन्थ्यो त्यो अब कसरी गर्ने होला ? सरकारमा बसेको आधारमा मान्छे मार्दै हिड्ने पार्टीका कार्यकर्तालाइ बालुवाटारमा लुकाउन सकिन्थ्यो अब कहां लुकाउने होला ? यो समस्या हेर्ने हो भने पराजीत माओवादी भएको हो कि ?
जुन प्रश्नमा धेरै अप्सनहरु हुन्छन त्यसको उत्तर यही हो भनेर दिन सकस भए झै यो राजनीतिक उतार चढावमा पनि त्यस्तै समस्या आयो । ल अब तपाइ नै भन्नुस न त आखिर जित कसको भयो हार कसको ?

Nirajji, you are right. All including civil society people seem to forget that COAS dismissal or appointment is through President as he/she is supreme commandar. Had maoists cabinet sent decision to the President and had President not followed due procedure of consulting Supreme court or Parliament and rejected, then we could say the President overstepped his duty and boundry. But, instead of going through the President , PM directly sent dismissal letter to COAS which is neither constitutional nor legal. Can anyone tell me, if superior gives marching order ilegally, do we need to follow?
I am surprised on the critism of the president. Please read interim constituion where it is writtenthose positions which needs going through even for dismissal as these positons are relted directly to the President- PM, Head of the constitutional bodies, COAS. Preseident seems to udnerstand the constituion. PM not following consensus of cabinet did blunder and now maoists and their supporters want to shift blame to the President.
In any case, it clearly shows , unless, we formulate and clearly follow rule of law and donot go against it either by maoists or others, for 5-10 years Maoists, NC and UML must get together and run the country dividing portfolio on proportionate basis. with common minimum program. If still maoists want to uproot whole system in the name of COAS, then there will be sprial of problems and all nepali will be in sorry state including those who do it.
It was blunder and biased and personal attack by the maoists cabinet against Katuwal. Anway he was retiring after 4 months and there was committee to decide what to do with maoists army. Why maoists wanted to dismiss Katuwal now? why they could nto wait 3 months? why they wanted to make Khadaka COAS? why so haste? Serious thing? The process was moving slowly but rightly until maoists propped up this non issue as big issue to divide army and society. this is populist
This is neither win for maoists, nor for Katuwal nor for Nepal nor for President nor for any party. Loss to all of us

This is Loss to all of us. No one is winner in this situaiton. Conflicts will not give any good. NC has no vision and capacity and obssessed with power, UML confused, maoists new comer in plurisitc competition and needs time to understand the repercussion of actions done. These 3 major parties unless get together, future is not good for Nepal
let us hope they will come together despite present unfortunate happening and resignation of PM. perhaps we need a charismatic, practical statesman leader who can work against the wind of populism which we seem lacking at present in any party.
