कैलालीकान्डले दिएको शन्देस
कैलाली पुगेका २० हजार नागरिक सुकुम्बासी नै हुन भने उनीहरुको यथोचीत व्यवस्थाका लागि प्रकृयागत रुपमा अगाडि बढेको भए यस्तो दुखद अवस्था आउने थिएन होला ।
के निहुं पाउ कनिका चपाउं भनेझै सरकारी जग्गा अतिक्रमण गरेर बस्ने हुकुम्बासीहरुलाई हटाउन सरकारले चालेको कदमको विरोधमा अब माओवादीले नेपाल बन्द गर्ने रे । सुकुम्बासीको आवरणमा कैलालीको सरकारी बन अतिक्रमण गरेर बसेकाहरुको छाप्रो भत्काउनेक्रममा प्रहरी र अतिक्रमणकारीविच भएको झडपकाक्रममा ६ जनाको मृत्यु भएको थियो । मर्नेमा एक जना शुरक्षाकर्मी पनि छन । एक शुरक्षाकर्मी बाहेक मारिने सबै माओवादीका कार्यकर्ता रहेको र उनीहरुलाई शहिद घोषणा गर्नुपर्ने माग गर्दै माओवादी नेपाल बन्द गर्न त_िम्सएको छ । गैरकानुनी रुपमा सरकारी जग्गा कब्जा गर्न तम्सीएकाहरुलाई सरकारले हटाउन शुरु गरेको अभियानलाई माओवादीले सरकारले युद्धकै घोषणा गरेझै उग्र प्रतिकृया दिएर माहौल विगारिरहेको देख्दा छक्कै परियो ।
कैलाली घटना आकस्मीक नभई नियोजीत थियो भन्ने तथ्य एकाएक २० हजार सुकुम्बासी जंगल फाड्दै बस्नुवाट देखिन्छ । हैन भने कतावाट एकाएक जन्मीए यत्रा सुकुम्बासीहरु अनी उनीहरु कसरी आइपुगे कैलाली नै घटनाप्रति माओवादी यत्तिको उग्र हुनुमा यो योजनाको पछाडि उनीहरुको प्रमुख भुमिका त थिएन भन्ने प्रश्न समेत उब्जीएको छ ।
माओवादीले कैलालीको सरकारी बन कब्जा गर्न पुगेकाहरु प्राकृतिक विपत्तीका कारण घरबार गुमाएका मुक्त कमैया र घरबारविहीन सुकुम्बासीहरु रहेको दावी गरेको छ । तर त्यसको आधार के अतिक्रमित क्षेत्र खाली गराउन नेपाल प्रहरी र जनपद प्रहरी खटिएका हुन । तर माओवादीका १२ जना सभासदहरुले संयुक्त रुपमा जारी गरेको विज्ञप्तीमा अतिक्रमणकारीहरु हटाउने काममा एमाले निकट युथफोस्र र कांग्रेस निकट तरुण दल खटिएको दावी गरेर घटनालाई राजनीतिक रगं दिने प्रयास गरेका छन ।
उनीहरुको विज्ञप्तीको भाषा हेर्दा घटनाको समाधान भन्दापनि उत्तेजना फैलाउने अभिप्राय रहेको देखिन्छ । उनीहरुले बच्चालाई जिउंदै आगोमा जलाएर मारेको गर्भवती महिलाको हत्या गरेर लास गायव बनाएको अनी अन्यलाई समेत वेपत्ता बनाएको दावी गरेका छन । तर आधार केही छैन त्यसको ।
माओवादी अध्यक्ष प्रचन्डले त अतिक्रमणकारीलाई हटाउने सरकारी प्रयासलाई पाचायतकालसंग लगेर जोडेका छन । उनले कैलाली घटनालाई लगेर पाचायतकाल ब्युताउने शड्यन्त्र पो हो कि भन्ने हावा गफ दिएका छन । माओवादीका जिम्मेवार नेताहरुले यो घटनामाथि गरेका यि र यस्तै प्रतिकृयाले उनीहरु कैलालीकान्डलाई जति सकिन्छ उचालेर सरकार हल्लाउने रणनीतिमा लागेका त हैनन भन्ने आशंका जन्माएको छ ।
भुमिहिन नागरिकको यथोचित व्यवस्था गर्ने जिम्मा राज्यको हो भन्नेमा दुईमत हुनसक्दैन । त्यो दायित्व राज्यको हो । तर भुमिहिनको नारा दिएर कुनै एक दलका ब्यक्तिहरुले सरकारी सम्पत्ति कब्जा गर्ने प्रयास पनि पक्कै क्षम्य हैन नै । यदी कैलाली पुगेका २० हजार नागरिक सुकुम्बासी नै हुन भने उनीहरुको यथोचीत व्यवस्थाका लागि प्रकृयागत रुपमा अगाडि बढेको भए यस्तो दुखद अवस्था आउने थिएन होला । तर जसरी दलगत रुपमा बल प्रयोग भएको छ त्यसले कैलालीकान्डमा सुकुम्बासीको आडमा सरकारी सम्पत्ति हड्प्न हुकुम्बासीहरु सकि्रय रहेको संकेतहरु प्रशस्त देखिएका छन ।

Maoist are using these poor peasants, their wifes and small children as human shield to the way to “Satha Kabza”. Over 50 % of Nepalese people live in absoulte proverty and many are landless too. If all came up like this, what would happen in Nepal ? Maoist are trying to cash the situation and stir poor people emotions instead of being a responsible political party.
Perhaps we Nepalese were too liberal and forgiving to cast votes to these Maoist culprits in CA election in spite of all their crimes, murders and loot in the name of “janata ko mukti”. The leaders who desesrved the treatment of Abimael Guzman of The Shining Path Peru – we made him PM and ministers and now we are paying the price. The people that should have dragged to International Court for countless brutality, murder, loot, terrorism and violation of human rights were not only made free but given welcoming treatment in the name of “peace”. Now we are paying the price – we let those tigers and lions let free and now are worrying for our cattles. We fed serpent and now are getting venom.
The time has ultimately arrived, no matter how desperately we did not wish, to get polarized in two opposite camps either with terrorist radicals left wings or with liberal democrats. I mindful of the fact that in democratic groups too there are corrupt peoples ( like Sujata, Deepak Bhohara etc in MKN government ). However it’s just like there too were good people in like Bhisma and Dorna in Kaurav and bad people in Pandav but the most important thing is who stands for what values. There might some good hearted person in Maoist too but it’s too much to tolerate them and sacrifice our freedom to work hard and earn property for their saftey.

I agree that this is nothing but grand design to capture power using poor people and exploiting their need. Who will do hard work to earn money when you are motivated to loot. Those top brass leaders like Jammarkattel lives in luxury house and eat five star hotel food and same people preach about living condition of poor people.What a hypocrite.

I agree with you that present mess is the result of unaddressed issues of poverty, of suppressed and exploited people, and marginalized groups by Panchayat era and post 1990’s government. Congress produce bands of corrupt politicians and UML were worse off than Congress. Palace had its innate corrupt machinery and Gyanendra was not able to break medieval king’s attitude for which he had already paid the greatest price.
But the alternate Maoist came up with was the worst system on which majority in the world disagree. It’s a very easy task to twist people’s emotion and made them march in the streets in country like Nepal where 50% live under absolute poverty line as per western developed countries’ standard and in which majority of them consists of youngsters and to add more belonging to different ethical, linguistic and religion groups.
Demographically, above sixty percent of Nepalese consists of youngsters between age of 14 to 40 (gross estimation). Above 50% of them are either semi-employed, underemployed or unemployed entirely and they are from all groups Bahun, Newar, Tamang Magar, Muslim, Medhasi etc. What Maoist did was they played with other people’s emotions in whatever way they found to serve their interest. For instance they broke the very fabrics of nationalism by promoting ethnic-nationalism which is spreading the hatred among us Nepalese.
History has witnessed that not a single country in the world had developed by addressing socio-politics first but by addressing economic agenda first and only after attaining an affluent platform moved to social issues like minority, ethical, or whatever. It is easy to boil unemployed youngster’s blood in multicultural society like us and make them prey to make a ladder out of their corpses to climb to what Maoist called their “Janasatha”. No one like George Orwell has clearly explain it in his small novel “The Animal Farm” of what he spoke about Stalinist Russia, is what Maoist are doing in Nepal. Read it Puspajee if you have time.
If we had factories and jobs no ethnic or racial group’s youngster would have been gone to become YCL. These Maoist had in their so called “people’s war” period destroyed every infrastructure that could have formed a basis of development. Deliberately, their intention are clear –they want to increase the number of poor and use that same number of poor to agitate and made them scapegoat in the path to their so called “janasatha”. This is what Prachanda cleary spoke in his videotape. Give family of poor decreased peasant one lakh and agitate them to get nine lakh more. More the blood is offered, more the lives are lost better for him because that is the way to establish “janasatha”.
In tomorrow’s Nepal banda Prachanda’s intentions are clear. Agitate innocent, ignorant and psychologically conditioned mass, force government authority to react and make more innocent die. It’s way to attain “Janasatha”.
A country develops by accumulating capital and using that capital to generate more capital further but not by robbing private capital and national capital. We can’t develop our nation by sharing poverty but by increasing wealth. In that regard Maoist are the very incorrect ones ideologically. In addition to that they also are very incorrect tactically as they are spreading ethnic, linguistic -hatred within people. Maoist means are wrong as well as their ends.

Your math is great. I highly admire your ideas that it would have been a great job if poor and marginalized ones (not the Maoist sponsored Sukumbashi) have provided those money as a safety net instead of Chand’s son or would have been spend those money in building hospitals, schools or any infrastructure.
I would be highly; in fact all the readers of this blog would be truly indebted if you would have found some time to do other maths too for instance
1. Breakdown amount of robbed bank money to buy Paris dada party house
2. Fund analysis for the land brought by Maoist relatives in Kathmandu, major cities and commercial centres( How many bank they robbed, how much money they earn from ransom and pressurized donation etc. ?
3. How much money and how many people should it take to snatch those money giving it “beautiful name chanda” no matter how “jabarjasti it was” to feed their fulltime party cadre ?
Though there are many maths to do, I am conscious about your US busy schedule and would be highly appreciated if you roughly figure out these sums at this time.
Don’t take it personal. Forget what ideology we believe or what perceptions we have, or what experience we have gone through regarding Nepalese politics but simply focus on math– I am just curious about those figures.

In reference to your statement above on the Capital, just tell me who rein over Nepal for 224 of years and additional 15 years ? Your socalled democratic leaders and Kins of your revered Gyanendra robbed more national and private capital than anybody else ???
Forget about the past and just see the recent figure that RD provided above. You have a big heart for richs and aristocrates who robbed the national capital as much as they could, but your heart is cold when the state negleted landless dwellers try to settle in public land.

There might be something like that in next books what I wrote because this principle works and people still read it and countries have developed following the principle.
I never said king Gyanendra is a clean figure nor are post 1990 parties.
You are talking about past 240 years as if Nepal was as develop as ancient Rome or Greek states. You live in Nepal and I can call myself Nepali because there was a Shah king whose foresight as Bismarck possessed in the nineteenth century in Germany saw danger of divided small states. Contrary to those period expectations, refuse to divide the nation between his own brothers. His descendents and other patriots safeguard our nation from mighty British Empire. That is not my view but universal fact.
Prior to 2007 and before that less than 2-3% were rich and out of those few Durbariya Ranas, Thakurais their Bhai-Bhardars, Gurju purets, asahe-pahse enjoyed grand lifestyles exploiting majority and that is the truth. Where are descendents of those elites now -but have fallen to middle and lower middle class except for few ones like Pashupati/Prabakar Shamsher, some royal relatives, some others who were able not to sold their properties especially land and those land stand on prime locations.
You can find majority of the grand and great grandsons those elites and aristocrats working on the hot desert of Middle East or working as bus boy and waiters in US, European and Japanese restaurants with hand in hand with the grand and great-grandsons of “Raiti” whose their forefathers ruled and exploited. You can’t hate or love a person on the basis of what their forefathers were or what their forefathers did to yours. The world would be a living hell, a battle field if you act that way.
Nepalese class structure is not based on aristocracy now but by new money earned by cunning entrepreneurs and businessman, corrupt civil servants and politicians. The solution to get rid of these people is good and strict law, progressive taxation not Maoist principle.
How can a state can take care of mass poverty if the mass is conditioned to loot and rob instead of believe in hard work ? After all Nepal has not treasure like oil in Saudi Arab and Kuwait to run it as welfare state, make its people enjoy luxury without working and hire people to work from outside and eat on their sweats. If you work hard and make a base then your son might have some comfort but it only comes in the time of your grandson to enjoy luxury created by his forefather’s hard work. The same applies to nations. Our generation and our son’s generations have to work really hard to leave our grandchildren in prosperity and Nepal needs at least 30-40 years just to develop infrastructure. That can never happen by capturing state property.
I read RD’s math and figures but that is the partial picture. The figure could have made some sense if he had included Maoist budget and its source.

I am neutral and i will say it was a good effort by this govornment to draw attention and present the video of mountains in copenhagen. Nepal’s mountain is specially suffering from the global warming and it creates a danger for the people in Nepal. The mountain shows the precarious position of nepal in terms of climate chage. When India and China are among the top polluters in the world and nepal is in between them it was a worthy effort.
I hope it draws some attention. Nepal should at least get some portion of the profit from the industries of China and india. Nepal deserves it.

Coming back to the mathematics,
How about the money given to the prachande (in the name of PLA) when they don’t work and do nothing creating unnecessary burden to the government. 80-90 percent of those money goes to prachande and ohter neta as seen in shaktikhor’s video.
20,000 PLA x 7000 per month = 14,0000000 per month
Expense in one year (12 months) = 14,00,00000 X 12
=1,68,00,00000
These things are going for last 3 years,
so, Total = 1,68,00,000,00 x 3
= Rs 504,00,000,00
( I have not put the figure of looted, extorted money)
MAOIST leaders are using PLA as a cash cow. They Keep on getting money. NO WONDER PRACHANDA DON’T WANT ” SENA BYAWASTHAPAN ” and did nothing when he was PM.
Why would he when he is getting so much of money every month.

1) हलिया मुक्तिको घोषणापछि मालिकहरूले आफूले वासका लागि दिएको थोरै जग्गाबाट हलियालाई धमाधम निकालिदिए । सकुन्जेल ज्याला गरेर खाए पनि घामपानी र हुरी-बतासबाट बच्न एउटा झुप्रो चाहियो, झुप्रो बनाउन दुई हात भए पनि जमिन चाहियो । उनीहरू कहाँ गएर बस्ने ?
2) संविधान निर्माणको क्रममा भएका भूमिसम्बन्धी विवादबाट सशंकित भई मोहीयानी हक दिनुपर्ने अवस्था आउला भनेर जमिनदारले हजारौँ मोहीले कमाइरहेको जग्गा खोसे । ती जमिन बाँझै राख्न तयार भए, तर अँधिया र बटैयामा खेती गर्न दिने काम तिनले रोके । अब आफ्नो जग्गा पनि नभएका र अरूको जग्ग्ाा कमाएर खाने किसान कहाँ जाने ?
3) प्रत्येक वर्षजस्तै यी जिल्लाले प्राकृतिक प्रकोपको पीडा व्यहोर्दै आएका छन् । बाढी, पहिरो र डुबानका कारण यही वर्ष मात्रै हजारौँ परिवारले घरवास गुमाएका छन् । उनीहरू कहाँ बस्छन्, केही सोचिएको छैन । उनीहरूलाई राहत दिने नाममा सरकारबाट हेलिकोप्टरमा शयर गर्नेबाहेक उचित आवास योजना लागू गरिएको छैन ।
4) नेपालको कुल परिवार र जनसंख्यामध्ये चौथाइको संख्यामा रहेका समस्यालाई राष्ट्रिय रूपमा बृहत् प्रयास नथाली दमन गरेर र झुप्रोमा आगो लगाएर समाधान गर्न सम्भव छैन ।
5) अर्को प्रश्न, के वनक्षेत्र भनेर क्षेत्रफल ओगट्दैमा वातावरण जोगिन्छ ? त्यहाँ व्यवस्थित रूपले रूख जोगाउनु पर्दैन ? डुडेझारीमा कुनै एउटा रूख काटिएको कसैले प्रमाणित गर्न सक्छ ? अनि, एकजना भूमिहीनलाई वातावरण महत्त्वपूर्ण हुन्छ कि टाउको लुकाउने झुपडी ? दिनानुदिन करोडौँको काठ बेचिएका छन् । सञ्चालित सयौँ उद्योगले मापदण्डभन्दा बाहिर गएर वातावरण दूषित बनाइरहेका छन् । थोत्रिएका हजारौँ गाडी धुवाँको मुस्लो उडाएर सडकमा गुडिरहेका छन् । यसबारे सरकारलाई कुनै चासो छैन । वन कार्यालय कहिले वन तस्कर देख्दैन, देख्छ त केवल सुकुम्बासी मात्रै !
6) वनक्षेत्र सबभन्दा बढी जग्गा हुनेहरूबाटै कब्जा गरिएको छ । आफ्नो जग्गाको साँध-सिमानामा परेका वनक्षेत्रमा पर्ने र ऐलानी जग्गा सबभन्दा बढी जमिनदारले नै ओगटेका छन् । सरकार उनीहरूलाई हटाउन सक्दैन । मोहीयानी हक दिनुपर्ने डरले यो वर्ष मात्रै करिब १० हजार जोताहा किसानलाई जमिनबाट बेदखली गरिएको छ । ती किसानका हक-हितका लागि कसैले बोलेन ।
